URGING PRESIDENT RODRIGO ROA DUTERTE TO FASTTRACK THE APPROVAL OF THE DEPARTMENT OF AGRICULTURE’S PHILIPPINE RURAL DEVELOPMENT PROJECT RETROFITTING THE US$ 280 MILLION SECOND ADDITIONAL FINANCING WITH EUR 18.3 MILLION EU COFINANCING GRANT (DA-PRDP AF2-EU)

WHEREAS, the Philippine Rural Development Project (PRDP) is a program designed to establish the government platform for a modern, climate-smart, and market-oriented agri-fishery sector. It focuses on expanding market access and improving competitiveness while introducing reforms in the internal operations of the Department of Agriculture;
WHEREAS, the Project contributes to inclusive growth by unleashing the economic potential of rural producers by investing in targeted, climate resilient agri-fishery infrastructure and by upgrading value to agri-based enterprises identified in ground-validated Provincial Commodity Investment Plans linked to national commodity road maps;
WHEREAS, the Philippine Rural Development Project Retrofitting the US$ 280 Million Second Additional Financing with EUR 18.3 Million EU Co-financing Grant (DA-PRDP AF2-EU) of the Department of Agriculture is currently on process at the Investment Coordination Committee (ICC) – Cabinet Committee;
WHEREAS, subprojects amounting to P13.4 billion of rural infrastructures and P2.3 billion rural enterprises that have been requested for AF2-EU financing are already in the pipeline and ready to be implemented in the 80 provinces of the country, with most already in the advanced stage of approval process.
WHEREAS, the LGUs have developed a lot of learning curves, in enhancing planning, prioritization, supervision and monitoring as well as maintaining project investments, resulting from the capacity building component of the Project;
WHEREAS, the DA-PRDP is a vital development partner in provinces’ efforts to combat and recover from the COVID-19 pandemic; and the partnership proving that the Project is an effective platform in providing the steering and technically-supportive roles in the continued commitment for agriculture and fishery sector development in our respective constituents;
NOW THEREFORE, BE IT RESOLVED, AS IT IS HEREBY RESOLVED, that the League of Provinces of the Philippines urge President Rodrigo Roa Duterte to fast-track the approval of the Department of Agriculture’s Philippine Rural Development Project Retrofitting the US$ 280 Million Second Additional Financing with EUR 18.3 Million EU Co-Financing Grant (DA-PRDP AF2-EU);
RESOLVED FURTHER that copies of this resolution be furnished the Office of President Rodrigo Roa Duterte, the Department of Finance, Department of Budget and Management, National Economic and Development Authority, and the Department of Agriculture, for appropriate their action.
