Hon. Victor J. Yu is the 15th Provincial Governor of the Province of Zamboanga del Sur. He is consistently regarded with respect by the Tri-People of the province because of his authenticity as a person and selflessness as a leader. He is happily married with Congresswoman Divina Grace C. Yu. The power couple was then blessed with three children, namely, Congresswoman Jeyzel Victoria C. Yu, Joseph C. Yu, and Johnray C. Yu.
He served as the duly elected Congressman of the 1st District of Zamboanga del Sur, undefeated for three consecutive terms from 2007 to 2016. This is due to his support for the improvement of the education and health sector, eradication of poverty, protection of the environment and the promotion of infrastructure development as manifested in the infrastructure projects and bills he authored and co-authored.
In 2019, he was convinced to run as governor and handily defeated his powerful, influential, and well-established political opponent by a margin of 98,000 votes.
In the first year of his term as Governor of Zamboanga del Sur, he upheld a people-oriented leadership through his honest and dedicated SerbisYu towards his constituents. Specifically, in just six weeks since his assumption to office, he was able to transform the once enterprising Zamboanga del Sur Medical Center into a pro-poor establishment through the implementation of Zero-Balance Billing and the launching of the 42nd Malasakit Center in the country. He was also able to raise the PhilHealth rating of Zamboanga del Sur Medical Center from 34% to 94% in just six months.
His administration highlights infrastructure development through the implementation of key projects which aims to connect Geographically Isolated and Disadvantaged Areas (GIDAs) which is aligned with Executive Order No. 70 or the infamous End Local Communist Armed Conflict (ELCAC) program of President Rodrigo R. Duterte. Through the synergized efforts of the Provincial Government, the AFP and the community, all CPP – NPA units operating in Zamboanga del Sur were dismantled which ultimately led to a more peaceful, and development ready province.
In 2020, he was appointed as chairman of the Regional Development Committee – IX where he pushed for the development of Region IX. He is instrumental in the updating and approval of the Zamboanga Peninsula Regional Development Plan, 2017-2022, the Regional Development (RDR) Report, and the Sustainable Development Goal (SDG) Report. Under his chairmanship, RDC – IX also reviewed and endorsed the FYs 2020-2023 Annual Investment Program (AIP) of the agencies and SUCs in Region IX including interventions that respond to the COVID-19 recovery efforts, transfer of the remaining regional offices of national government agencies in Region IX from Zamboanga City to Pagadian City and considered the implementation of Executive Order (EO) 138 series of 2021, on the full devolution of certain functions of the executive branch to local governments and the proposals under the Regional Task Force to End Local Communist Armed Conflict IX Implementation Plan. During his term, RDC – IX passed 389 resolutions during full council meetings and 933 resolutions during sectoral committees from CY 2019 – CY 2022. The honorable gentleman attained 100% personal attendance during his term.
He was re-elected last May 2022 with a very comfortable 136,000 margin against his closest political competition because of his high approval rating among the masses and a clean track record as a seasoned statesman.
