Hon. Xavier Jesus “XJ’ D. Romualdo is now the Provincial Governor of the Province of Camiguin. He served and represented the Lone District of Camiguin from the 16th Congress up to the 18th Congress.

He is married to Ria Chan Romualdo and they are blessed with a nine-month-old daughter, Mariana Eloise.

During his time in Congress, he authored and worked on various laws of national significance, such as RA 10655, repealing the crime of Premature Marriage; RA 10667, or the Philippine Competition Act; RA 10962, or the Gift Check Act of 2017; RA 10963, or the Tax Reform for Acceleration and Inclusion Law; RA 11032, or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018; RA 11055, or the Philippine Identification System Act; RA 11222, or the Simulated Birth Rectification Act; RA 11232, or the Revised Corporation Code of the Philippines; and RA 11595, amending the Retail Trade Liberalization Law, RA 11706, mandating the establishment of Timbangan ng Bayan Centers, and RA 11659, amending the Public Service Act. He also authored RA 10907, or the Camiguin Tourism Development Act, and RA 10677, increasing the bed capacity of the Northern Mindanao Medical Center. Other noteworthy bills that he authored include HB 5989, the proposed Disaster Resilience Act; HB No. 8850, the proposed Bureau of Immigration Modernization Act; HB 8513, the proposed New Philippine Passport Act; HB 8698, the proposed Revised Warehouse Receipts Law of the Philippines; HB 9030, the proposed Philippine Transportation Safety Board Act; and HB 9269, authorizing the online publication of laws for their effectivity.

He obtained his Legal Management and Juris Doctor degrees from the Ateneo de Manila University in 2007 and 2012, respectively. He placed fourth in the 2012 Bar examinations.

Prior to his election as Member of the House of Representatives, he worked as an Associate of the SyCip Salazar Hernandez and Gatmaitan law firm; Executive Assistant to the Secretary of National Defense; and Supervising Legislative Staff Officer of the late Representative Pedro P. Romualdo.

He served as Deputy Majority Leader in the 18th Congress and Vice Chairman of the Committee on Constitutional Amendments. He was Assistant Majority Leader in the 16th Congress. In the 17th Congress, he was Committee on Government Reorganization and later, Chairman of the Committee on Good Government and Public Accountability.
